The administrative system of the State under His Majesty Sultan Qaboos bin Said Al Said consists of the Diwan of Royal Court, the Ministry of Palace Office, the Cabinet of Ministers and Secretariat of the Cabinet, the Specialised Councils, the Governorates and the Council of Oman (Majlis Oman).



The Cabinet of Ministers is the highest executive authority, deriving its power from His Majesty the Sultan, to whom it is collectively responsible. Laws and decrees are authorised by His Majesty. International treaties, agreements and charters signed or approved by His Majesty become law from the date of their publication in the Official Gazette.

The Sultanate of Oman is divided into nine administrative regions (four governorates, five regions), which are further sub-divided into sixty-one (61) districts (Wilayats). Each Wiyayat is governed by a Wali who is responsible to the Ministry of Interior.

In order to create the opportunity for the Oman's citizens to participate in country's government efforts a Consultative Council was established with the order of the Sultan where the Oman Chamber of Commerce and Industry represents the private sector and the remainder by the Govt. of Oman. The tasks of the council as it was specified by His Majesty"…a forum for the combined efforts of the government and people's constituencies wherein they may undertake to study the aims and goals of our development plan…"

Basic Stature: "The white book"
This most important piece of legislation was enacted in 1996. The purpose of the Basic Statute of the State is to provide a force for political and social Stability, while at the same time guaranteeing the rights and freedoms of the individual. Besides laying down a procedure for the succession to the throne, the statute provided for the formation of a State Council of Oman. It is a comprehensive document defining the role of Government and the judiciary, as well as laying down the policy if State towards the economy, security, education and social development of the nation.

H.E QABOOS also should lift

H.E QABOOS also should lift the laws forbidding Omanis to marry "outside" without the almost impossible permission from the Ministry of Interior because it is plain out racist considering he himself may have a half British son. If you marry anyway, you will lose your job, go to jail and be fined. It is against the human rights. In addition, he should unblock Skype and lower abolish the tourist visa fee.

Moreover, he should revise the "insult" law because, as it is now, it is easily abused and if someone doesn't like you they can make up a story about how you "insulted" them and then get their friends or tribe members to falsely vouch it was true ruining good people. It is creating great inefficiencies in society and in the work place. The idea of being civil to each other is nice, but this law is being abused. Omanis should learn to be able to take criticism because if they join the global arena in areas such as tourism and business like they are planning; the Omani are going to be taking a lot of criticism from the outsiders that have free speech and are not subjected to the rules of their culture when they see how things are run in Oman. People don't want to invest there money in a place where when they ask for efficiency and tell people to shape-up or modify their practices to keep business running the Omani will go and cry about being insulted and bring a charge.

Oman and its people are great!!! I love the Omanis, they are friendly and maybe the friendliest among Arabs. I hope I could go back there to work again and experience the same hospitality accorded me during my two years' stay.
I miss all my friends there.

H.E QABOOS has to resolve the problem of Omanis who are outside Oman and still not recognized by the Government of Oman, Dear Omanis people, remember that your relatives are suffering in Africa, they don't have their right, they are treated as naughty as they don't have any nationality, some are having African nationality fraudulently, this is a shame for Oman.
God is changing the world, One day they'll get their right.
